“Губернаторский сад считается самым старым садом в Баку. Он занимает четыре с половиной гектара и был разбит в тридцатых годах прошлого века на месте частных садов и огородов. Долгое время Губернаторский сад был в городе единственным садом. Комендант города предписывал капитанам и владельцам судов, идущих из Лянкорани и Ирана в Баку, привозить несколько мешков чернозема для закладки садов; того, кто не исполнит приказа, ожидал крупный штраф. В первую очередь сажали шелковицу, карагач, сосну, акацию. Разбили цветники. Кроме местных видов деревьев, привозили деревья из других краев.”
